It could be that these are all one-off events, but in reality, they are probably part of a bigger plan to re-balance the economy toward a new growth path. And this is not new. The authorities have been flagging change for years. Fixed asset investment peaked in 2019, but international investors still expect China will revert to the policies of the last decade, rather than push forward with reforms.
